You can help to prevent leaks through cracks in the film, but makes the boat heavier. Petroleum jelly is mixed with water, so I'm not sure what you mean by sticking with water. Experiment to determine weaknesses in their designs, and use this knowledge to achieve better designs.

You can calculate the quantity of water are required to move the boat.

When the fleet of vaseline, maybe. But what do you mean by "stick" to the surface of the water? In any case, it will break the surface tension of water.
